  • On July 13, 2006, the luna County commissioners enacted ordinance #37. About 200 land owners and concerned citizens at the meeting overwhelmingly agreed that this ordinance was not properly announced to the public in advance and was in fact kept very secretive during it's development. It was a very "'heated" public hearing with enormous public opposition but the commissioners passed the ordinance anyway. Below is my summary of the effect ordinance 37 has on my properties:

  • First the good news. If you own 2 adjacent half acre lots, your one acre lot is build-able, with the installation of an advanced septic system. All of the single half acre lots are not currently build-able and this means your chance of continued privacy is even better than ever.This could give you the "feeling" that you just bought a 40 acre ranch !

  • If you now own a half acre lot, you may contact adjacent owners to make an offer on their lot, making your property build-able. There is also a chance, that current litagation may reverse the recent restrictions.

  • My wife & I own two half acres in the Ranchettes. One in unit 45 & one in unit 4. We are like a lot of people who will be tired of the Northeast weather when we're really old. We visited our land of enchantment in Sept. and saw the beautiful mountain backdrop and a town of friendly folks. I understand why the county wants to protect our ground water supply from suburban sprawl. We, who are happy to live on half acres, have two options for an "advanced septic system". A leaching field of 2,050 sq. ft. would be required for a three bedroom house, according to the very helpful planning dept. Mr. Charles Lynch(retired). A distribution box serving preforated pipes in a bed of stone lined with durable liner. This type of system will eventually require cleaning. They would like to see the water from the septic system evaporate up and out but not down. It would be nice if the ground water was no higher than 100 feet below ground, too. Good luck fitting that, your house, driveway and the pool on the lot. For the same money ($7,500.00 installed), we have the option of owning our own mini-waste water treatment plant from a company in Las Cruses called Norweco. Talk to ryan at 505-635-1025 and visit their website. A 500 gallon tank that's 9 by 5 by 6 feet high that has three chambers, an small motor that stimulates biological growth, a filter that requires replacement and a end result of clear/grey water for a drip irrigation system. It's triple the cost of a conventional septic system that two acre lot owners can get by on but they won't be protecting the water supply as much as we are. There is a small yearly maintenance cost but the motor is no stronger than a light bulb. I hear that the town has no objections to the system.

  • The object of ordinance 37 is to preserve and protect our clean water supply The county commissioners have committed to fair implementation of the new requirements and have promised not impose undo hardships on the builder, but we need to stay informed and vigilant about the evolving results. Opposition and demand of a reversal or modification is in progress by we, the participating land owners.     Gambling that the economics of energy are changing, two new companies have proposed building the largest solar power plant in the world. New Solar Ventures and Solar Torx, both based in Phoenix, Ariz., plan to construct a solar power plant and a factory to manufacture the necessary photovoltaic cells. The 300-megawatt plant near Deming, N.M., would be 30 times bigger than the largest solar-powered plant now online, located in Germany. Company officials estimate startup costs at $1.6 billion - over six times that of a comparably sized natural-gas-powered plant. But natural gas prices have nearly doubled since 2000, while a solar plant's everyday operating costs are close to zero. The companies are "betting on the price of gas," says George Douglas, spokesman for the National Renewable Energy Laboratory in Golden, Colo. They're also betting that they can get production costs low enough to turn a profit. At its cheapest, solar energy has cost about 20 cents per kilowatt-hour to produce: To sell power at the going rate of 8 to 10 cents per kilowatt-hour, New Solar Ventures will need to achieve unprecedented cost savings. The companies hope to begin producing power by 2007. The United States once dominated the field of solar technology, but a lack of government investment allowed other countries to take the lead. Now, with a recent 30 percent federal tax credit for producers of solar energy and several Western states extending credits for renewable energy, U.S. solar may be making a comeback. Nevada, Washington and California are also considering solar power plants. ______________________________________________________________________________

    I Think Homesites owner Scott Fritz has great insight, so, I am sharing his thoughts below:

    "I purchased the land with the anticipation that in about five years, the babyboom generation will retire. Deming is noted as a retirement community. Therefore, when the babyboom generation retires, a considerable number will settle in the Deming area. I also purchased the land for other reasons, two of which is: First, I live nearby and I enjoy coming down there on the weekends to go camping. Second, water is relatively close to the surface, making the real estate's future sale a great possibility.I am enjoying the land very much. Sometimes, when I am camping, I see some type of migratory birds flying in a v shape going to and coming from Mexico. I believe they are Canadian Gease. Scott"

    Marty and Ginger have completed their Dome Home in Unit 69. Their well water is at 160 ft and it was exciting watching the first gush of pure water appear, powered by two, 75 watt solar panels.

    OK, enough testimonials for now..... It is very gratifying meeting many creative people, with imaginative projects and plans.

    New Mexico is a vast land of beauty and culture that is waiting to be discovered by those who have found other areas of the Southwest to be crowded, expensive, polluted, over regulated and lacking PURE WATER.

    My properties have a very high potential, especially if you are interested in alternative lifestyles (solar heating, solar power, budget housing, year around outdoor projects, and other sustainable concepts.) Also, a HUGE plus, is that Well Water on my Land, is abundant, pure and depths are very reasonable. This is GREAT drinking water that is soft and does not have the chaulky, heavy mineral content that is common in other areas of Luna County. Most sites are quite secluded and likely to remain very private for many years. Others have quick black top access and nearby neighbors.

    I have a great appreciation for nearby Deming and the ease of doing erands in this friendly, town. Shops and services are all within minutes of each other and parking is convenient. The personal and helpful service is hard to find elsewhere.

    I also appreciate that there are no industrial plants or military bases nearby.

    The Winter weather is great, with most days sunny and reaching into the 60's and 70's. We've raised chard, kale, collards, spinich and other vegetables, with some protection from the night-time lows.

    Spring is windy in the Southwest, bringing warming temperatures to the high desert. Consider adding a wind generator to your solar power system, to assure independence from the power grid.

    The Summer's monsoons bring rains to cool the afternoons and feed the desert plants. Gardens and orchards, go into in full production , yielding a wide variety of produce. We get our clouds and rain in the summer ! Enjoy a Siesta in the afternoon, soak up a balmy evening under the stars, without mosquitoes and (due to high desert temperatures droping at night) wake up to a COOL, morning sunrise.

    Fall is great and merges into a very mild winter about Thanksgiving. These are my 2 favorite seasons. Days are sunny, very enjoyable and make solar applications ideal. Evening lows make you glad you designed for passive solar heating.

    I know of NO records of Earthquakes, Hurricanes, Floods, Smog, Riots, Police brutality, or Gangs. From what I often hear, the Public School System is very High quality.

    In this climate, you can enjoy the outdoors year around. The Sun shines nearly every day in the winter. Ride your bike, fire up the grill, play golf, or start your building project.

    Recently, we took the motor home on a 7 day excursion to Mogollon, Glenwood (the Catwalk), Luna Lake, Reserve, and several quiet, mountain camp areas. One night we camped among Beaver cuttings and in the morning, hiking in a cool drizzle, we discovered their intricate dam. We also went north toward the Gila Cliff Dwellings and camped at 8000 feet among tall pines. We saw no one else for 3 days. At the higher altitudes there are deer, elk, antelope, javalinas (wild pigs), fox, eagles, unlimited birds, and very elusive bear and mountain lion.

    Palomas Mexico is about 20 minutes to the south. Prescription medications, eye glasses, tropical fruits, restaurants, music and many other products & services are very economical. Other quick trips to Mexico, include: Beautiful beaches and great fishing at Kino Bay, on the Sea of Cortez; Whale watching at San Ignocio Lagoon, Copper Canyon, Renown pottery and beautiful people of Mata Ortiz; the Healthful Hot Springs at Aconchi; Historic archeological sites; Many RV parks; and much more.

    You are invited to spend a night on the land (please call or email first). The stars, air and quietness can be breathtaking. Don't forget to visit with the locals.
